TUCSON (KVOA) - There was a flag raising ceremony held Friday at the Quincie Douglas Center in honor of both Black History Month and commemorating the the Buffalo Soldiers Memorial Plaza project.
It was just last year that the memorial plaza opened up to the public.
It was the first African American monument here in Tucson and the first Buffalo Soldier monument in the state of Arizona.
