ORO VALLEY - More than 100 people crowded a Town Council meeting Wednesday night.

The council is considering changes that will allow a developer to build near Catalina State Park.

After about 5 hours, the council unanimously voted to delay making a decision, agreeing on a continuance.

The property is part of unincorporated Pima County.

The developer would like to be annexed by Oro Valley. The town council would like to annex the property. The owners will not agree to annex unless they can build their project next to the State Park.

The first step requires the town to change their General Plan. They cannot legally change zoning without adjusting the voter-approved General Plan.

The current plan allows a commercial area, a golf course, a resort and light residential housing.

The developer wants to get rid of the golf course and resort, and change most of the property to medium density housing.

They will not build on tops of hills and will not be visible from the park, according to the developer. They also say they will not disturb the wildlife.

The property is east of Oracle Road, west of the Canada del Oro Wash and north of the main road into Catalina State Park.

The vast majority of the people at the meeting opposed the change in the General Plan. More than 30 people signed up to make comments to the council.

The developer did not want to comment on camera after the decision.

The developer can still build on the property under Pima County guidelines if the annex fails.
