TUCSON - February 18, 2007, the city of Tucson and the state of Arizona got a wakeup call to 911. The body of a 4-year old girl had been found, decomposing in a midtown storage unit. Her 5 year old brother was missing and would never be found.

Ariana and Tyler Payne were children in "the system" of Child Protective Services who did not survive. Errors in judgment and extreme child abuse left them dead. Their case triggered Kristi Tedesco to investigate CPS, which inspired lawmakers to reform the system.

Half a dozen laws were signed by then Governor Janet Napolitano and the Kristi's Kids concept was born. Now, almost five years later, the lead investigator on that case has written a book about it. The police file, opened. Every moment, from the time Ariana's body was found to the trial and sentencing phase.

Retired Detective Michael Orozco tells Kristi's Kids, right now in Tucson, there are 50-to-100 kids just like Ariana and Tyler who are being abused in silence. Kids who are slowly dying. Every year, in Tucson, Orozco says an average of 3-to-4 of them will die.
He wrote the book hoping to inspire more child abuse reports.

One person did call the CPS hotline when she saw a bruise on Tyler Payne's face, but she never left a name and she didn't tell the hotline where to find him. CPS couldn't investigate.

Christopher Payne has started the appeals process, hoping to have his death sentence overturned. Ariana and Tyler's mom tells Kristi's Kids, among the arguments, Payne's attorneys are claiming that prosecutors were leading witnesses during the trial, that there were problems with the jurors and that Payne's Miranda Rights were violated.
