TUCSON - The construction of Tucson's modern streetcar is now in full swing. People who live and work along the route face daily detours and the deafening "sounds" of progress.
Early Monday morning that noise came way too early for some U of A students. Just after 1 a.m., residents of the Pima and Gila dorms on the U of A campus were awakened by a cacophony of jackhammers.
Dorm resident Adam Levine said after the construction noise started he called U of A police.
Levine said the police showed up allowed the crew to keep working.
"All this time the construction was still on going", he said. "they didn't stop it and wait for the proper paperwork to arrive."
Tucson Department of Transportation streetcar construction supervisor, Jesse Gutierrez, says producing a permit wasn't necessary because the loss of sleep was a result of a new sub-contractor not knowing the rules.
"We are not allowing work of that nature to happen during those hours" said Gutierrez. "They were basically not supposed to be doing the work with the jack hammers."
Overnight construction is actually allowed, but only the moderately quiet kind, like pouring cement. The noisy offenders like jackhammers and backhoes are only permitted from 7 a.m. to 7 p.m., part of an agreement with the U of A. Gutierrez went on to say that is it unfortunate that it happened and that it will not happen again.
The construction team was hoping to get most of the work around the U of A done over the summer but weather delays set them back. Despite the hold ups the streetcar is still scheduled to begin operating in October of 2013.
