Teresa's Arroz con Leche

1 cup white rice
2 quarts of whole milk
I 8-oz can of evaporated milk
3/4 cup of sugar
1 2-inch piece of cinnamon stick
1 pinch of anise seed
1 tsp of vanilla extract
