Crime Trackers: Fired restaurant manager traded better shifts for sex

A restaurant manager solicited sex from young female employees for better shifts. The Pima County Sheriff’s Crimes Against Children Unit is investigating. 

Documents detail sexual encounters John Shirey allegedly had with multiple female employees at a Village Inn, from renting rooms at a Best Western to paying for the morning after pill. It also shows how Shirey placed post it notes over security cameras in his office when girls were with him.

The grand jury delivered a True Bill, indicting Shirey for four counts of sexual conduct with a minor.

The documents show on Aug. 1, Shirey covered the camera with post-it notes until 10:56 a.m. Two days later at 4:02 p.m., Shirey was seen in the doorway with a victim rubbing her private parts over her clothes, then another post-it note went over the camera. He was seen hugging and kissing the victim.

The investigation also revealed Shirey told the teenage girls to tell their respective parents they were staying overnight at another location, had a lot of homework to do and they had to open the Village Inn early in the morning. The story was told in order to have overnight interludes with him.

On Aug. 13, a victim told investigators they had sex “in one of the booths of the back dining room.” Detectives also discovered Shirey had fired one employee in July for insubordination. The employee said he then reported health violations to the Health Department. He then contacted Human Resources and claimed sexual harassment of the young female servers by Shirey. He told detectives he witnessed Shirey rubbing or grabbing girls’ butts. Shirey was fired on Aug. 16.

One employee kept the texts between her and Shirey, which detectives took screen shots of starting from July to Aug. 16. In one text, an 18-year old employee who was also having sex with Shirey, asked if “He had erased the security footage in the office.” He replied, “I’m done. She got us on tape,” referring to another manager.

The 18-year old employee confronted him about the victim. “Shirey denied anything with the victim and told her to deny that he had sex with her, and to deny they ever slept together.”

Jessica is one of the victim’s mother whose last name has been withheld for confidentiality. She also went to authorities once she learned Shirey had been fired and the reason behind it. She says this has rocked her daughter’s world, who is now in counseling, has had to move and even change schools.

Shirey is currently out and working at another restaurant.

 “My concern is the underage girls that work with him, the servers, the hostesses, the bussers, anybody that has contact with him that way,” Jessica said. “That’s my concern.”

John Shirey is expected in court on Dec. 8 for a pretrial conference. His attorney sent word to the judge they are trying to iron out a plea agreement.
