Former foster parent, Army specialist arrested in Sierra Vista sexual exploitation case

SIERRA VISTA- A former foster parent and an active-duty Army specialist, both Sierra Vista residents, were arrested on April 21 in connection to the alleged sexual exploitation of minors.  

David Frodsham, 59, and Spec. Randall Bischak, 25, were arrested after a lengthy investigation by Homeland Security Investigators into allegations they were involved in the transfer of child pornography through digital media.  

In a complaint filed in federal court, it's alleged Bischak posted sexually explicit material depicting children under the name, 'PupBrass,' on KIK in December 2015. One of the videos was sent to an undercover HSI agent.  

On April 14, HSI agents and Arizona Special Agents served a search warrant on Bischak's residence in the 1500 block of Paseo La Paz and seized materials related to the transfer of sexually explicit material depicting children.  

The complaint said that during the search, Bischak admitted to investigators that he received and sent child pornography through his cell phone to people that he did and did not know. Forensic analysts found several child pornography videos on Bischak's phone, including one that depicts him having sexual intercourse with a minor.  

Sierra Vista Police officers served a search warrant at Frodsham's residence in the 1200 block of Sunflower Way on April 20 after receiving word he was a person of interest in the federal investigation.

SVPD said investigators recovered items from Frodsham's residence that tied to him to the transfer of sexually explicit material depicting children. Frodsham turned himself in to police following the search warrant.

According to Arizona Department of Child Safety spokesperson Doug Nick, Frodsham was a certified foster parent in Arizona from 2002 to January 2015.  

According to court documents, Frodsham was charged with a DUI in January 2015 while driving with two minors in his vehicle.  

Frodsham is being charged with sexual conduct with a minor, conspiracy to commit sexual conduct with a minor, and sexual exploitation of a minor. He is being held in the Cochise County Jail on a $500,000 bond.
