Suspected child abusers arrested

The following is a release from the Tucson Police Department:

On the morning of March 21, 2013, the Tucson PoliceDepartment responded to a request for assistance that was generated by the Tucson Fire Department, who had responded to a reported child-drowning incident at anapartment located in the 5400 block of East Williams.

Emergency medical personnel with the Tucson Fire Department arrived just after 11:00 a.m. and found a 4-year old male childunconscious and not responsive. They were able torevive the child during transport to a local trauma center for additional medical evaluation and treatment. While addressing the child, the emergency medical personnel noted that there was severe bruising on various parts of the child's body.

The bruising was suspicious in nature and considered to be non-accidental trauma. As such, the Tucson Police Department was requested in order to initiate an in depth investigation into the circumstances surrounding the reported near drowning incident as well as the obvious signs of trauma on the child's body.

Detectives from the Dependent Child Unit responded to the apartment complex as the primary investigative entity. They learned that on the afternoon and evening of March 20, 2013, Judy Minley (26 years old, mother of the child) and James Dwight Robinson (27 years old, live-in boyfriend to Ms. Minley), disciplined the 4-year old boy over several hours and then put him to bed. On the morning of March 21, 2013, the child was found unresponsive.

There was no indication that the child had actually been under water or nearly drowned as was originally reported to Tucson Fire Department emergency medical personnel. The child remains at the hospital in critical condition. Ms. Minley and Mr. Robinson were both arrestedfor 1 count of Child Abuse, a Class 2 Felony. They were transported and booked into the Pima County Jail. Photographs of Ms. Minley and Mr. Robinson are included below.
