A group of four hikers were climbing Picacho Peak Tuesday morning at around 9:30 a.m. when it happened. One of the hikers, Carlton Werner, said he saw a man at the peak.

"Definately off-trail," Carlton said.

A moment later, Carlton said his group heard a yell and then saw 4 people parachuting down.
