PHOENIX (AP) - An Obama administration pronouncement has Arizona Gov. Jan Brewer considering a reduced set of options on whether to provide government-paid Medicaid health coverage to more low-income Arizonans.

Brewer spokesman Matthew Benson says it's a game-changer that states cannot get the same high reimbursement rate for a partial Medicaid eligibility as they can for the full expansion included in Obama's health law.

The cost difference for Arizona is estimate at more than $300 million.

For now at least, that leaves Arizona with the options of only implementing relatively small eligibility changes still mandated by the law and of going for the full expansion that's optional for states.
