PHOENIX - A litany of factors is to blame for hundreds of sex-crimes that were inadequately investigated by the Maricopa County Sheriff's Office.

A review by The Arizona Republic (http://bit.ly/11Qy4Ck) of records from an internal sheriff's investigation into how the cases were botched had attributed the failures to poor training, sloppy record-keeping, interpersonal conflicts and ignorant or indifferent administrators.

The sheriff's office found no single individual or group of employees responsible for the poor sex-crimes investigations.

The agency had to reopen more than 400 of its sex-crime cases countywide after finding they were inadequately investigated or not examined at all after a report of the crime was made.

Sheriff Joe Arpaio apologized in December 2011 for the bungled cases and has said his office has moved to clear up the cases.
