PHOENIX (AP) The U.S. Census Bureau is counting on citizens to take 10 minutes and fill out Census forms that are arriving soon in the mail.

Census Bureau director Robert Groves kicked off the count Monday morning in Phoenix.

Groves said the 2010 Census form is one of the shortest ever and takes only 10 minutes to fill out.

Some of the information from the Census determines Congressional representation and how much of the $400 billion in federal money the state, tribal and local governments get.

Groves is urging cities and states across the nation to promote the census and improve upon rates in 2000, when about 72 percent of U.S. households returned the forms.
